Sadly, creating or uploading custom per-user instruments is an impossibility at the moment. OS simply doesn't have the server-side storage space or bandwidth to spare to let users upload their own audio files to use as instruments. Sorry for the inconvenience.

I think they may have meant being able to save presets of the current instruments which may vbe possible
