not really sure if this qualifies as a waltz... i think it is?

All a rhythm needs to be a waltz is triple meter, usually written in 3/4. This track has that. You should be fine.

i'm pretty sure there's more than just a 3/4 time signature to a waltz.

Technically there is more to a waltz. Generally waltzes have a more classical approach to the chord progression. Also, the orchestration and arrangement for waltzes can be pretty specific. Other than that, it pretty much is just have a time signature of 3/4 with the accent on the first beat.
