If a feature overcomplicates the UI, that actually does take something away from the other users. We need to be careful when adding new features.

I would agree with that, but this particular suggestion may very well be THE simplest and least obtrusive feature add in the history of OS, no?

I mean there are already lots of things that will tooltip if you hover, such as hover over the scissors icon and it will tell you 'cut'. Just make it so that any slider that you hover over tells you the setting that it's at.
