Add Default Setting Options for Sequencer Feautures

Anyway so OS should add options to set certain OS Sequencer Settings (such as auto scroll, or fast graphics) on the UserCP so that the users of OS could like set auto-scroll to off or fast graphics to on so that when you open up the sequencer it will be already default so we don't have to change anything beforehand
