Trying to figure out some sort of muffling effect... any help?

I'm trying to find a way to add a underwater/muffled effect to a sequence I'm making. Not the fade in/fade out options, more so like the beginning of "paranoia" by KENTENSHI. I've tried going through different combinations of reverb and distortion, but no luck. If someone knows how to do this, help would be greatly appreciated!!
