OS volume sliders do not encode into the MIDI format, OS instruments are not part of most MIDI players, and OS velocity I think has a greater range than MIDI, by default the velocity of every note is 64 I think, which is half of the 128 values of MIDI format.
You probably know this already but MIDI does not have any audio information at all, its more like a piece of sheet music than a CD

idk i just recreated the courtesy call (portal 2)'s best part and i just wanted to export as midi but after this i tried to export as mp3 and that worked soo um yeah
Ah, yeah exporting .mp3 or .wav are actual recordings of the song, exporting MIDI is more for if you want to use different instruments than the OS ones
