Re-adjustment of the rules

some rules have been left unclear

I think that to keep the whisper function when muted there should be a rule saying
no whispers while muted 

this way it becomes a feature, and people will know when they read the rules if they
ever get muted, what they can and can't do

but just so newbies know, i think it should either be in the rules to not whisper or the feature should be removed
